County Council Notes December 7, 2010

Resolution authorizing the Municipal building authority of Morgan County to issue and sell 600,000 in bonds
This resolution is the step authorizing the county to sell bonds to fund a building for animal control and public safety.  The bond will be paid for from the savings of a lease for animal control that has been paid to a local veterinarian.  
The resolution was approved unanimously.

Jodi Burnett – zoning for 106 acres of Land in Mountain Green
Approved with six in favor and Member Kelley opposed.

Public Hearing for 2011 proposed budget
The county will not be pursuing any tax increases again for 2011.  The council reported that the budget was “conservative.”  More details on the 2011 budget when compared to 2010 will be in The Morgan County News next week.

This included changes passed by the council since the last update mid-year.  
Changes approved unanimously.

Darleen Meyerhoffer /Brenda Pennell – Dispute 2010 property tax due
Meyerhoffer purchased a property for more than $200,000 that had been only assessed for taxes of $30.00 per year.  She received a tax notice for more than $2,000, but at closing was only reimbursed for $17.00 because of the previously assessed value.  The council determined to change the property to a primary residence and change the taxes due to $1,105.39.
Approved Unanimously.

Blaine Smith – Late filing of 2010 Property Value
Smith missed the deadline to appeal the value of his property.  He is requesting to meet with the Board of Equalization to review the value of his property.  Because of a recording error Smith did not receive the property valuation.  
The council approved unanimously to allow Smith to work with the county to reevaluate the property value.

Sheri Peterson – Change name of street and get a street sign on the corner of her street
Peterson is requesting to change the name on the lane 4100 West in Peterson on which she lives to Peterson Lane.   Peterson is required to ensure that the Post Office approve the change.
Approved with six in favor and Member Kelley opposed.

Grant Crowell – Ordinance CO-10-16 – Subdivision ordinance
Crowell has received input from the council and developers to refine the changes to the ordinance.  He is still working to incorporate these changes.  Questions were raised in the last meeting about whether the county could hold escrow.  The county attorney discussed the escrow situation with Weber County, whose ordinance Morgan County was based upon, but had not reviewed whether there were problems with the county holding escrow.
The ordinance was tabled for Crowell to make the final changes by the next council meeting.

Accessory Apartment Ordinance
The council provided direction to Crowell to eliminate detached structures and remove the requirement for the individual living in the apartment to be a relative.  Crowell will redraft the ordinance based on the council’s input and have a new ordinance for the council to review in the next council meeting.

2011 County Council Meeting Schedule
The county council will meet the second and fourth Tuesday of each month in 2011.

Modified Salary Plan
The salary plan was approved unanimously.  More information will be included next week in The Morgan County News.

Jann Farris – Re-appointment of Kim Dohrer to Weber Human Services Governing Board
Dohrer was re-appointed to the board unanimously.
